Part 1:

We would like to request sight of the Topographical Study mentioned by TA of the ONR.

Part 2:

What evidence can EDF provide in support of the HPC DCO to show the latest data from UKCP18 and the IPCC has been incorporated into the design of the HPC sea defences?

Part 1:

The minute referred to states “[The ONR inspector] advised that a topographical study has been undertaken to ensure ‘outflanking’ doesn’t occur.”

Following a search of our records, I can confirm that ONR does not hold copies of individual topographical studies which might have been submitted to demonstrate the adequacy of the coastal defences at the Hinkley Point C development. We do not usually retain detailed duty holder information of this type as it does not usually form part of the safety case submitted to ONR. The safety case submitted to ONR may refer to the topographical studies, but does not usually include the studies due to the extensive nature of the data collected. ONR may request references such as these, as part of its sampling approach.

The output of the topographical studies referred to by ONR was used to develop the EDF document ‘Flood Risk Study: Hinkley Point C and On-site Associated Development’, which was submitted to ONR in 2010. This document was assessed by ONR as part of our consideration of the safety case. This, together with other documentation, was found to satisfy regulatory expectations at that time.

I can confirm that ONR holds a copy of this EDF document. However, unfortunately due to the size of the document (211,594 KB) it is too large to be sent by email.

Part 2:

ONR does not currently hold any information that could satisfy this question. We are actively engaged with EDF regarding the implications of UKCP18 in relation to the Hinkley Point C development. We do not expect that this engagement will be concluded in the immediate future. We recommend that you approach EDF directly regarding documentary evidence in relation to implications of UKCP18.
