Information requested
I am writing to request the most recent versions of any generic pro forma templates used for "hot" and "cold" debriefings after any training or validation exercises as specified in the following documents:
- ONR Nuclear Safety Technical Inspection Guide Licence Condition 10 – Training (NS-INSP-GD-010 Revision 3), Chapters 5, 6 and 7.
- ONR Technical Assessment Guide Training and Assuring Personnel Competence (NS-TAST-GD-027), Chapter 5.
Please note that I am only requesting generic pro forma templates used for debriefing and not the contents of any debriefing, nor any other information that might prejudice defence, security or the prevention of crime.
Information released
I confirm that under s.1 of the FOIA, we do not hold any information relevant to your request.
This is because for the ONR guidance to inspectors for the inspection/assessment of dutyholder’s training arrangements (NS-INSP-GD-010 and NS-TAST-GD-027), ‘hot’ feedback is provided to the dutyholder verbally after the completion of the regulatory activity (e.g. inspection of dutyholder training arrangements).
No ONR template is used to provide this ‘hot’ feedback. The feedback is then formalised via an intervention record (IR), project assessment report (PARs), or contact record as appropriate. If it is judged that there are shortfalls in the dutyholder’s arrangements then this may result in a regulatory issue being raised.
ONR assesses the adequacy of a dutyholders arrangements/safety case against relevant good practice, which could include the Safety Assessment Principles (SAPs), Technical Inspection Guides (TIGs), Technical Assessment Guides (TAGs), and other international and national guidance and standards.
If helpful, we would be more than happy to discuss our response with you further. If you would like to take up this opportunity, please let us know quoting your reference number FOI202211041.
