Executive summary
Purpose of Intervention
ONR undertook an inspection to examine the Magnox Ltd Harwell arrangements for controlling exposures to ionising radiations in the building formerly occupied by its tenants Mirion Technologies Ltd. This inspection was in support of considerations of issuing a permission under LC 5 (Consignment of nuclear matter). In addition we undertook an inspection of arrangements for compliance with the Ionising Radiations Regulations 2017 was also conducted, focussing on the use of an X-ray baggage scanner.

I inspected the Harwell site’s compliance with the following:
- Ionising Radiations Regulations 2017 (IRR17).

Key Findings, Inspector's Opinions and Reasons for Judgements Made
The key findings were as follows:
- The storage of sealed sources previously used by Mirion Technologies Ltd currently have shortfalls against the expectations of IRR17 and actions are required to address these;
- The sealed sources previously used by Mirion Technologies Ltd are in a physical state and have the required documentation, necessary to consign them from the site;
- The Licensee has carried out adequate improvements that will enable the security baggage scanner to be brought back into use;
- There is adequate access to radiation protection specialist resource in the form of Radiation Protection Advisers, and Radiation Protection Supervisors for the security baggage scanner.
Conclusion of Intervention
It is my opinion that the Licensee should address shortfalls against the expectations of IRR17 for the storage of sealed sources previously used by Mirion Technologies Ltd. However the Licensee is complying with the requirements of IRR17 in other areas which were inspected at the Magnox Ltd Harwell site.
