Executive summary
Purpose of Intervention
This was one of programme of planned inspections at the Cyclife Metals Recycling Facility during 2018/19, developed in accordance with the Decommissioning Fuel & Waste Sub-Division strategy.
Interventions Carried Out by ONR
I inspected Cyclife’s arrangements for compliance with Licence Conditions 2 (marking the site boundary), 8 (warning notices) and 10 (training). The intervention was performed in line with ONR’s inspection guidance.
This intervention included Cyclife’s Annual Review of Safety, Security and Environment for calendar year 2018.
I also conducted a review of open Regulatory Issues.
Explanation of Judgement if Safety System Not Judged to be Adequate
Not applicable as no safety system was inspected.
Key Findings, Inspector's Opinions and Reasons for Judgements Made
I examined Cyclife’s arrangements for: preventing unauthorised persons entering the site; posting of notices for the location of emergency exits and measures to be taken in the event of a fire; and, ensuring and demonstrating staff are suitably trained for their role. I noted areas of good practice and offered advice regarding opportunities for improvement within Cyclife’s arrangements.
Conclusion of Intervention
I concluded that Cyclife’s arrangements for compliance with LCs 2, 8 and 10 were adequate, and that Cyclife was able to provide demonstration that implementation of those arrangements is adequate.
Cyclife’s performance during 2018 demonstrates a consistently good standard of nuclear safety and radiological protection, with an improving trend in respect to conventional health and safety issues. Cyclife’s senior management demonstrated strong commitment to safety and delivery of the business improvement programme in 2019.
