Executive summary

Purpose of Intervention

This System Based Inspection (SBI) was carried out as one of a series of planned inspections for the Hunterston A (HNA) decommissioning site during 2019/20.

Interventions Carried Out by ONR

I planned to carry out an SBI on HNA’s implementation of their LC10, 23, 24, 27, 28 and 34 arrangements for Solid Active Waste Bunker (SAWB) 1 breakthrough and Intermediate Level Waste (ILW) retrieval operations. However, due to unforeseen circumstances I could not complete the SBI, and my inspection was limited to LCs 23 and 24. I intend to complete the SBI by inspecting LCs 10, 27, 28, and 34 during June 2019, and will judge then the adequacy of the SAWB safety system. In addition, ONR inspectors held on-site meetings that included a quarterly meeting with the HNA Safety Representatives and a meeting on HNA’s Interim State Approach.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

From the documentation sampled and the areas inspected, I found that HNA’s implementation of its LC 23 and 24 arrangements was adequate.

Conclusion of Intervention

I judged that HNA’s implementation of its LC23 and 24 arrangements was adequate in the areas inspected and that during this inspection I did not identify any significant regulatory concerns. This inspection was part of a SBI that will be completed in June.
