Executive summary
Purpose of Intervention
This was one of a series of planned inspections of the Dungeness A Site for 2019/20.
Interventions Carried Out by ONR
I undertook a system based inspection (SBI) of the controls for access to the Radiological Controlled Area (RCA) on site incorporating the following Licence Conditions (LC):
- LC 10 (Training).
- LC 23 (Operating Rules).
- LC 24 (Operating Instructions).
- LC 27 (Safety Mechanisms, Devices and Circuits).
- LC 28 (Examination, Inspection, Maintenance and Testing).
- LC 34 (Leakage and Escape of Radioactive Material and Radioactive Waste).
In addition an Ionising Radiations Regulations 2017 (IRR17) inspection was undertaken.
I also undertook meetings and discussions with the safety representatives, a general cross section of the workforce and the radiological protection team.

Key Findings, Inspector's Opinions and Reasons for Judgements Made
From the evidence examined during the inspection I judged that, the licensee has adequate arrangements in place for the control of access to the RCA to comply with LC’s 10, 23, 24, 27, 28 and 32.
The quality of the procedures for the control of contamination in the RCA is adequate.
Following discussions with the senior management, safety representatives and a number of site personnel, I was satisfied that the incidents regarding the evidence of foodstuffs being consumed within the RCA are due to a small number of individuals being wilfully non-compliant for reasons yet to be determined. I do not consider them representative of inadequate procedures or fundamental flaws in the arrangements for control and supervision.
Conclusion of Intervention
From the evidence examined during the inspection, I judged that the licensee’s arrangements for control of contamination in the RCA satisfy the requirements of the safety case.
From the evidence examined, I judged that the licensee’s arrangements for complying with the Ionising Radiations Regulations 2017 to be adequate.
