Executive summary

Purpose of Intervention

The purpose of this intervention was to undertake a themed inspection concerning Independent Nuclear Assurance (INA) at EDF Energy Nuclear Generation Ltd’s Torness power station in line with the ONR inspection programme contained in the Integrated Intervention Strategy (IIS) for 2019/20.

Interventions Carried Out by ONR

In my capacity of nominated site inspector for Torness Power Station, and accompanied by the site inspector for Heysham 1, I performed a themed inspection to evaluate the effectiveness of the Torness INA team in performing its safety functions. The inspection was rated for compliance with nuclear site licence condition (LC) 17 – management systems, which is an applicable provision of the Energy Act 2013.

The intervention was informed by ONR technical guidance, in particular NS-TAST-GD-080.

The inspection included review of relevant documents and interviews with key staff within INA and the station. Our focus was to evaluate the following aspects of INA performance:

  • Capability and capacity to deliver its function
  • Independence
  • Range of activities
  • Suitability of advice and challenge
  • Station management receptiveness
  • Level of influence

Key Findings, Inspector's Opinions and Reasons for Judgements Made

Based on the sample reviewed, I am satisfied that the functions of INA within the management systems of the station are delivered to a standard of compliance consistent with relevant good practice and gave an inspection rating of Green – no formal action for compliance against LC17.

We also identified a number of potential opportunities for further improvement with the team’s capability and capacity, and the proficiency with which it delivers advice, challenge and influence. These were explained to INA and members of the Torness management team at the close-out meeting, and will inform an assessment of the position across the EDF fleet of nuclear power stations.

Conclusion of Intervention

There are no findings from this inspection that could significantly undermine nuclear safety.  At present, no additional regulatory action is needed over and above the planned interventions at Torness.
