Executive summary

Purpose of Intervention

This inspection was one of a series of planned inspections for 2019/20, which are informed by the ONR Decommissioning Fuel and Waste (DFW) sub-division strategy.   

Interventions Carried Out by ONR

This inspection examined the adequacy of Magnox Limited’s (ML) arrangements and their implementation on the Wylfa site for compliance with three Licence Conditions (LC): LC 10 (Training), LC24 (Operating Instructions) and LC28 (Examination, Inspection, Maintenance and Testing).  I also held meetings concerning Wylfa’s planned emergency exercises Dynamo 2019 and Bangor 2019; and with the site’s safety representatives.

For LC 10, I focussed on the training of staff currently involved in activities leading to the removal of all fuel from the site, including those delivering the fuel free verification process.  For LC24, I focussed on the operating instructions currently being used by those undertaking defuelling and fuel free verification activities.  For LC 28, I focussed on the examination, inspection, maintenance and testing of equipment in the plant maintenance schedule associated with irradiated fuel handling equipment.

I met with licensee’s staff to discuss Wylfa’s on-going exercise programme intended to produce teams that can manage emergencies on the site following its post-defuelling transition to reduced scope emergency arrangements.

I also met a site safety representative.

Not applicable.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

Based on the evidence examined it is my judgement that ML is effectively implementing arrangements for complying with LC 10, LC 24 and LC 28 at Wylfa.  I identified areas of good practice and some areas where ML could improve.

Conclusion of Intervention

I identified no matters that in my opinion could adversely affect nuclear safety.  My findings were shared with and accepted by the licensee.
