Executive summary

Purpose of Intervention

The purpose of this intervention was to undertake a Licence Condition (LC) compliance inspection at Dounreay Site Restoration Limited (DSRL) in accordance with the 2019/20 Integrated Intervention Strategy (IIS) for Dounreay to confirm that the licensee is controlling its hazards and complying with its statutory obligations.

Interventions Carried Out by ONR

This inspection included an inspection of the Site’s arrangements made under the following LCs:

  • LC2 – Marking of the site boundary
  • LC16 – Site plans, designs and specifications
  • LC32 – Accumulation of radioactive waste

The inspections were undertaken by an ONR Dounreay site inspector and an ONR Nuclear Liabilities specialist inspector and were based on examining the licensee’s corporate arrangements and their implementation. For LC32 a sample of the  arrangements and their implementation within the following areas on site was carried out:

  • PFR [Reactors Programme]
  • DCP [Waste Programme]
  • D1204 [Waste Programme]

Key Findings, Inspector's Opinions and Reasons for Judgements Made

DSRL have a clear set of management arrangements that show how compliance with LC2 and LC16 on site is to be achieved. The site plan and schedule are comprehensive, up to date and are consistent with the expectations of ONR guidance.  Marking of the site boundary meets regulatory expectation and signage is clear and to an adequate standard. The site fence is continuous and in a good state of repair.

The LC32 inspection focused on the minimisation of waste arisings and the adequacy of corporate arrangements and their implementation in achieving this. In particular, the adequacy of corporate level arrangements in respect of waste minimisation, programmes and strategy, practical approaches to minimisation on plant, learning from experience and optioneering at the plant design stage.  The inspection also considered the adequacy of systems to record waste arisings.

DSRL were judged as having adequate arrangements for minimising, so far as is reasonably practicable, the rate of production and total quantity of radioactive waste accumulated on the site at any time and for recording the waste so accumulated.    

Conclusion of Intervention

Based on this sample inspection, DSRL showed adequate compliance with LC2, LC16 and LC32:  it has adequate arrangements and there was adequate implementation of these arrangements. There were no matters impacting on nuclear safety identified that required immediate regulatory action.
