Executive summary
Purpose of Intervention
This inspection was one of a series of planned inspections for 2019/20, which are informed by the ONR Decommissioning Fuel and Waste (DFW) sub-division strategy.
Interventions Carried Out by ONR
This inspection examined the adequacy of Magnox Limited’s (ML) implementation of its arrangements on the Trawsfynydd site for compliance with two Licence Conditions (LC): LC 24 (operating instructions) and LC 28 (examination, inspection, maintenance and testing). I also undertook a series of planned meetings to discuss the site’s REPPIR 2019 implementation; preparations for the Welsh region annual review of safety, security and environment (ARoSSE); and engagement with the site’s safety representatives.
For LC 24, I focussed on the preparation, review, implementation and amendment of operating instructions being used to deliver planned examination, inspection, maintenance, and testing. For LC 28, I focussed on recently completed examination, inspection, maintenance and testing across the site’s compliance maintenance schedule activities to confirm completion in accordance with the licensee’s arrangements.

Key Findings, Inspector's Opinions and Reasons for Judgements Made
Based on the evidence examined it is my judgement that ML is effectively implementing arrangements for complying with LC 24 and 28 at Trawsfynydd. I identified areas of good practice and some areas where ML could improve.
Conclusion of Intervention
I identified no matters that in my opinion could adversely affect nuclear safety. My findings were shared with and accepted by the licensee.
