Executive summary

Purpose of Intervention

I inspected Magnox Ltd’s arrangements for controlling modifications or experiments on existing plant at the Hinkley Point A site.  This was a planned intervention as detailed in ONR’s plans for the Hinkley Point A site, and in support of ONR’s Decommissioning Fuel and Waste programme strategy.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

On the basis of the sample of modifications to radiological facilities I inspected, the licensee’s arrangements for compliance with Licence Condition 22 were adequate.  I concluded that these modifications had been adequately controlled in accordance with the licensee’s arrangements.  The arrangements provide for the classification of modifications according to their safety significance and the modifications I sampled were appropriately categorised.  The arrangements include a requirement for the provision of adequate documentation to justify the safety of the proposed modification and the modifications I sampled were supported by such documentation.  The arrangements also require the licensee to submit documentation to ONR to seek permission to implement modifications in appropriate cases.

Conclusion of Intervention

It is my judgement that Magnox Ltd has, at the Hinkley Point A site, has made and implemented adequate arrangements for the control of modifications or experiments on existing plant: the arrangements were broadly in accordance with relevant good practice.  I provided feedback to the site on the inspection findings at a close-out meeting.
