Executive summary
Purpose of Intervention
This report relates to the planned ONR radiological protection (RP) inspection in relation to the third Periodic Safety Review (PSR3) of the reactor at EdF Energy Nuclear Generation Limited (NGL) Torness site. This inspection was carried out with NGL’s Technical Governance Station Lead (TGSL) and the Head of Radiological Protection (HoRP).
The aim of the radiological protection intervention was:
- To provide confirmation that the RP arrangements, processes and procedures are in line with the claims, arguments and evidence outlined in Safety Factor 15 of the PSR3 and radiological protection addendum.
- To provide regulatory confidence in the Licensee’s RP arrangements, processes and procedures with regards to License Condition 15 Periodic Review.
Interventions Carried Out by ONR
This inspection sampled the following through discussions, document review and plant visits:
- RP resource availability, management and contingency planning;
- Dose control / radiation exposure performance;
- Management of Engineering Changes (EC) which have an impact on RP;
- Contamination control processes and procedures;
- RP arrangements for waste handling activities;
- Processes, procedures and emergency facilities for dealing with significant radiological events on-site.
Explanation of Judgement if Safety System Not Judged to be Adequate
Not applicable - no system based inspection was undertaken.
Key Findings, Inspector's Opinions and Reasons for Judgements Made
On the basis of my inspection I am satisfied that the Licensee's RP arrangements, processes and procedures adequately support the claims, arguments and evidence outlined in the PSR3 and radiological protection addendum.
In addition I observed many examples of relevant good practice during the discussions with station staff and during the plant walk-round. Of particular merit is the AccHP and HORP efforts to not just maintain but to continuously improve the RP arrangements throughout the plant.
An inspection rating of Green was therefore assigned against License Condition 15 Periodic Review with respect to RP.
Conclusion of Intervention
The RP inspection provided further regulatory confidence in the adequacy of the Licensee’s RP arrangements supporting the PSR3 submitted in line with License Condition 15 Periodic Review.
