Executive summary
Purpose of Intervention
This report covers inspections of Rosyth Royal Dockyard Ltd (RRDL) licensed site at Rosyth undertaken as part of a series of planned interventions in accordance with the IIS strategy and plan.
The interventions consisted of compliance inspections against the Ionising Radiations Regulation 2017 (IRR17) and Licence Condition (LC) 26 (Control and supervision of operations), and observation and assessment of an LC11 (Emergency arrangements) level 1 emergency exercise.
During the IRR17 and LC26 inspections ONR inspectors held discussions with managers, supervisors and operators to obtain evidence to determine the level of compliance. ONR inspectors sampled relevant documentation and inspected a number of areas on site to see how the arrangements were applied at the point of work. ONR inspectors assessed compliance against:
- ‘Work with Ionising Radiation’ - Approved Code of Practice and Guidance L121.
- ‘The Ionising Radiations Regulations 2017’ - NS-INSP-GD-054 Revision 6.
- ‘LC26 Control and Supervision of Operations’ - NS-INSP-GD-026 Revision 4.
The emergency exercise intervention consisted of a site exercise pre-brief held on the afternoon of 24 September 2019, and observation and assessment of the exercise on the 25 September. ONR inspectors assessed compliance against:
- LC 11 – Emergency Arrangements’ - NS-INSP-GD-011 Revision 5.
Explanation of Judgement if Safety System Not Judged to be Adequate
Not applicable – no system based inspections were performed during this intervention.
Key Findings, Inspector's Opinions and Reasons for Judgements Made
The IRR17 and LC26 inspections identified a number of areas of good practice at the site and some minor opportunities for improvements.
The emergency exercise was considered to be an adequate demonstration of the licensee’s emergency arrangements, with ONR inspectors assessing the response in the Emergency Response Centre and at the Local Access Control Point. The scenario represented a challenging series of scenarios, which tested multiple parts of Rosyth’s on-site emergency arrangements.
Conclusion of Intervention
Based on the sampling undertaken during the IRR17 compliance inspection, ONR is satisfied that RRDL has adequate arrangements in place under IRR17 and judge that an ONR inspection rating of ‘green – no formal action’ is appropriate.
Based on the sampling undertaken during the LC26 compliance inspection, ONR is satisfied that RRDL has adequate arrangements in place under LC26 and judge that an ONR inspection rating of ‘green – no formal action’ is appropriate.
Based on assessment of the LC11 level 1 emergency exercise ONR is satisfied that the site adequately demonstrated the emergency arrangements. As such an ONR rating of ‘green – no formal action’ is appropriate.
