Executive summary
Purpose of Intervention
This was to undertake Licence Condition (LC) compliance inspections at the Dounreay Site Restoration Limited (DSRL) site in accordance with the 2019/20 Integrated Intervention Strategy (IIS) to confirm that the licensee is controlling its hazards and complying with its statutory obligations.
Interventions Carried Out by ONR
Inspection of the site’s arrangements and their implementation against the requirements of the following LCs:
- LC7 (Incidents on the site)
- LC11 (Emergency Arrangements)
I also attended the Dounreay Site Stakeholder Group meeting.

Key Findings, Inspector's Opinions and Reasons for Judgements Made
The LC7 inspection followed on from those areas discussed at a previous inspection in March 2019. There is clear evidence that DSRL has made significant progress in their understanding of the issues and continue to make improvements within their arrangements. I will continue to monitor progress in this area.
Overall I am satisfied that DSRL’s arrangements for LC7 demonstrate compliance against the legal requirements specified within the licence conditions. In addition I also consider that adequate progress is being made in those aspects of the site’s arrangements for LC7 where there are agreed areas for improvement.
The inspection against LC11 focused on the corporate arrangements and the implementation of those arrangements that support the requirements of the Dounreay On-Site Emergency Preparedness and Response (EP&R) Capability Map. This inspection focused on those areas where previous assessments had identified potential opportunities for improvement. There is clear evidence that DSRL is making adequate progress to address their arrangements in the areas identified with the majority of those improvements now complete.
Overall I am satisfied that DSRL’s arrangements for LC11 demonstrate compliance against the legal requirements specified within the licence conditions and the regulatory expectations enshrined within ONR’s guidance. In addition I also consider that adequate progress is being made in those aspects of the site’s arrangements for LC11 where there are agreed areas for improvement.
Conclusion of Intervention
Overall, I consider that the arrangements and their associated implementation for LC7 and LC11in the areas inspected met with the required standards. I did not identify any matter impacting on nuclear safety that required any further immediate regulatory action.
