Executive summary
Purpose of Intervention
This was one of programme of planned inspections at the Low Level Waste Repository during 2019/20, developed in accordance with the Decommissioning Fuel & Waste Sub-Division strategy. This inspection constituted the licensee’s annual demonstration of its emergency arrangements through a combined safety and security exercise.
Interventions Carried Out by ONR
A team of ONR inspectors, including the nuclear safety site inspector, a Leadership & Management for Safety specialist inspector, the nuclear security site inspector and two further inspectors from ONR’s Civil Nuclear Security & Safeguards Division, observed the demonstration exercise to test implementation of LLWR’s emergency response arrangements.

Key Findings, Inspector's Opinions and Reasons for Judgements Made
ONR observed key aspects of LLWR’s emergency arrangements, with focus on command & control, the interface with responding emergency services, and control of an incident with potential on-site radiological consequences. Areas of good practice were noted and advice offered regarding opportunities for improvement. ONR’s judgement of the security aspects are recorded in a separate Intervention Record.
Conclusion of Intervention
The combined Level One emergency and security exercise was assessed by ONR as an adequate demonstration of the licensee’s ‘on site’ emergency arrangements.
