Executive summary

Purpose of Intervention

In accordance with the Office for Nuclear Regulation’s (ONR’s) Hinkley Point C Construction intervention plan, ONR performs a series of planned compliance inspections of identified licence conditions (LC), to ensure that NNB Generation Company (HPC) Limited (NNB GenCo), is proportionately and adequately developing and implementing its LC arrangements commensurate to the current stage of the Hinkley Point C (HPC) project.

This intervention was a routine LC inspection carried out to assess NNB GenCo’s compliance with LC16; site plans, designs and specifications.

The purpose of the intervention was to:

  • explore NNB GenCo’s management of the plot plan and associated schedule, including interface with arrangements for managing modifications, arrangements to share changes with ONR and responsibilities;
  • sample management of changes to the plot plan and associated schedule resulting from recent modifications;
  • discuss future plans for update of the plot plan; and
  • discuss progress in implementing improvements resulting from NNB GenCo’s independent assessment of LC16 compliance.

Interventions Carried Out by ONR

LC16 requires the licensee to submit to ONR an adequate plan of the site, showing the location of the boundary of the licensed site and every building or plant on the site that may affect safety, and a schedule giving particulars of each building. If changes are made on the site that affect the buildings, the licensee must submit a revised plan and schedule to ONR.

I carried out a half day LC16 (site plans, designs and specifications) intervention at NNB GenCo’s Bridgewater House office.
The following guidance was used in this intervention:

Explanation of Judgement if Safety System Not Judged to be Adequate

N/A as this was not a safety systems inspection.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

Based on sampling relevant documentation and discussion with NNB GenCo, I judge the LC16 arrangements and their implementation, including interface with the wider modifications arrangements, are adequate.

I confirmed that ONR holds the latest issued version of the site plan and list of buildings, which satisfies the requirements of LC16.

I was satisfied with NNB GenCo’s ongoing plans to update the plot plan and make a relevant Development Consent Order application to reflect recent changes.

I was satisfied that findings on the implementation of the LC16 arrangements from NNB GenCo’s own self and independent assessments have been adequately addressed.

Conclusion of Intervention

I judge that overall an inspection rating of GREEN (no formal action) is appropriate for LC16; site plans, designs and specifications. This is because overall I found NNB GenCo has implemented adequate arrangements to manage the configuration of the HPC plot plan and schedule of buildings, and submit these to ONR.
