Executive summary
Purpose of Intervention
This intervention, conducted at the Licensee’s (Devonport Royal Dockyard Limited - DRDL) Devonport licensed site, was undertaken as part of the 2019/20 intervention plan and propulsion sub-division strategy.
Interventions Carried Out by ONR
I conducted a themed compliance inspection comprising licence condition(s) (LC) 19 ("construction or installation of new plant"), 20 ("modification to design of plant under construction"), 21 ("commissioning") and 22 ("modification or experiment on existing plant"). The focus of this inspection was to ensure that the Licensee’s arrangements are adequate and have been appropriately implemented and applied to construction, modification and commissioning activities, both completed and in-progress.
The intervention was performed in line with ONR's guidance requirements (as described in our technical inspection guides) in the areas inspected.
The nominated site inspector for DRDL explained during the introductions that he would be undertaking a regulatory assurance overview of this inspection.
Explanation of Judgement if Safety System Not Judged to be Adequate
Not applicable.
Key Findings, Inspector's Opinions and Reasons for Judgements Made
No matters were identified as requiring immediate regulatory attention during the conduct of the compliance inspection.
It is my opinion that the arrangements for LC 19, 20 and 22 are adequate, based on the aspects sampled for this compliance inspection. There was insufficient information available to allow a rating to be provided for LC 21. However, no shortfalls were identified in this area.
The following represent minor shortfalls against relevant good practice with respect to DRDL’s LC 22 arrangements:
- The categorisation of modifications implemented in stages preceding a main safety case submission.
- The management, tracking and closeout of modifications.
There is an opportunity to include learning from the review of the Agility Business Management System that has been undertaken by the Strategic Infrastructure organisation, to enhance DRDL’s arrangements.
Conclusion of Intervention
Overall I judged that the Licensee’s arrangements for LC 19, 20 and 22 are adequate and have been appropriately implemented. There was insufficient information available to allow a rating to be provided for LC 21. However, no shortfalls were identified in this area.
