Executive summary

Purpose of Intervention

The objective of the intervention was to observe the NSC meeting to assess whether the NSC was conducted in line with NNB GenCo’s arrangements and to judge the effectiveness of the challenge and advice provided by the NSC.

Interventions Carried Out by ONR

The intervention consisted of ONR observing a regular meeting of the NSC on the 8th October 2019, with a particular focus on three agenda items that were presented during the NSC. Two of these items were for information and the third was for consideration and advice.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

Based on the agenda items observed, I am satisfied that the meeting was quorate according to NNB GenCo’s arrangements.

I am also satisfied that the NSC provided an appropriate level of challenge and advice for the items observed. The basis of my judgement is:

  • The NSC members had a range of relevant experience of the items being presented, they offered examples of where similar issues had been considered by other organisations and shared some potential risks.
  • NSC members were provided with the opinions of NNB GenCo’s Independent Nuclear Assurance (INA) function, when it was appropriate. This included a summary of INA work in reviewing the management of change for the relevant items. 
  • NSC members actively engaged on the items observed. The NSC Chair ensured all members of the committee had opportunity to contribute to the subjects. The Chair also summarised the discussion at the end of each item and sought consensus of the committee that the summary was a fair reflection of their discussion.

Conclusion of Intervention

I am satisfied that the NSC meeting was conducted in line with NNB GenCo’s arrangements and that the NSC provided effective challenge and appropriate advice for the items I observed.
