Executive summary

Purpose of Intervention

The purpose of this intervention was to check the arrangements in place at Heysham 2 in preparation for the winter.

Interventions Carried Out by ONR

I, the current nominated site inspector for Heysham 2, inspected the site arrangements for seasonal readiness. The primary focus was on preparations for the winter and cold weather. This included consideration of arrangements and procedures, responsibilities and current progress being made with the preparations.

The intervention was performed in line with ONR’s OPEX advice Note 2/2019 on preparation for cold weather.

In addition I also undertook other routine site engagements such as a routine issues update.

Explanation of Judgement if Safety System Not Judged to be Adequate

A system-based inspection was not performed.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

I found that the Station had good local arrangements for seasonal preparations both for winter and summer. A seasonal readiness co-ordinator was appointed. These arrangements were in line with the fleet arrangements. The preparations for winter were tracked using a local quality plan. The station was slightly behind programme as modifications were required to some steam systems to reduce the potential for water hammer. These modifications are planned and then the preparations can be completed. Progress was being adequately overseen by the station’s lead team.

Conclusion of Intervention

The findings of this intervention were communicated verbally to Heysham 2 management. I rated the intervention GREEN  with respect to the stations arrangements for seasonal preparation, meaning that there were no significant issues raised. However, the station has agreed to implement a few minor actions to make further improvements.

There were no findings from this inspection that could significantly undermine nuclear safety.  At present, no additional regulatory action is needed over and above the planned interventions at Heysham 2 power station as set out in the 2019/20 Integrated Intervention Strategy.
