Executive summary
Purpose of Intervention
This inspection was one of a series of planned inspections for 2019/20, which are informed by the ONR Decommissioning Fuel and Waste (DFW) sub-division strategy.
Interventions Carried Out by ONR
This inspection examined the adequacy of Magnox Limited’s (ML) arrangements and their implementation on the Wylfa site for compliance with Licence Condition (LC): LC 11 (Emergency Arrangements). I also held meetings concerning fuel free verification of the site; Wylfa’s ongoing work to inspect electrical distribution boards in response to now closed regulatory issue 6919; and to discuss Wylfa’s planned activities through to the end of FY 20/21.
For LC 11, I focussed on the implementation of Wylfa’s proposed contingency emergency arrangements, including: training of people for specific emergency roles; completion of documentation that support emergency arrangements; emergency equipment and locations; and instructions to persons on the site.
I completed my examination of Wylfa’s evidence to confirm that the site has now completed fuel free verification.
I met licensee staff to discuss Wylfa’s planned work activities for the period to March 2021 to inform my future targeting of licence compliance inspections.
I discussed with licensee staff their progress in completing a programme of electrical distribution system tests and inspections.
My interaction with the licensee’s staff was observed by ONR’s Operational Iinspection Professional Lead (Superintending Inspector).

Key Findings, Inspector's Opinions and Reasons for Judgements Made
Based on the evidence examined it is my judgement that ML has developed adequate contingency emergency arrangements for complying with LC 11 at Wylfa. I identified areas of good practice and some areas where ML remained to complete preparations. I am also satisfied that Wylfa has done all that is reasonably practicable to confirm that no nuclear fuel remains on the site
Conclusion of Intervention
I identified no matters that in my opinion could adversely affect nuclear safety. My findings were shared with and accepted by the licensee.
