Purpose of Intervention
This Licence Compliance Inspection was carried out as one of a series of planned inspections for the Hunterston A (HNA) decommissioning site during 2019/20.
Interventions Carried Out by ONR
I carried out a Themed Licence Compliance inspection on HNA’s Licence Condition (LC) 32, 33, 34, and 35 arrangements for control of waste and their implementation. In addition, I held on-site meetings that included a quarterly meeting with the HNA Safety Representatives, and observed HNA’s 2019 Contingency Exercise.

Key Findings, Inspector's Opinions and Reasons for Judgements Made
From the documentation sampled and the areas inspected, I judged that HNA’s arrangements made under LCs 32, 33, 34 and 35 for the control of waste and their implementation were adequate.
ONR observed the HNA Contingency Exercise. The aim of the exercise was to demonstrate and test ML’s contingency arrangements in response to an accident on the Hunterston A Site during normal working hours. I evaluated ML’s assessment of the HNA Contingency Exercise and concurred with the ML Internal Regulator’s view that the demonstration of the LC11 arrangements was adequate.
Conclusion of Intervention
No regulatory concerns were identified as a result of the inspection or the contingency exercise and future engagement will continue as detailed in the 2019/20 inspection plan.
