Executive summary
Purpose of Intervention
This was one of a series of planned Licence Condition (LC) compliance inspections of the Dungeness A Site for 2019/20.
The aims of the inspection were to:
- Assess the adequacy of the implementation of the Magnox Limited (ML) management systems established under LC17.
- Assess the adequacy of the ML organisational capability as implemented and controlled under the LC36 arrangements.
Interventions Carried Out by ONR
I carried out inspection of the implementation of the licensee’s LC17 & LC36 arrangements.
I also inspected the site accompanied by the safety representatives, inspected the results of the site’s recent inspection of reactor external components, and met members of the site Lead Team and other members of staff to discuss safety matters.

Key Findings, Inspector's Opinions and Reasons for Judgements Made
From the evidence examined I judged that the licensee’s implementation of its arrangements for LC’s 17 & 36 is adequate.
Minor safety issues were identified during the inspection, improvements will be monitored through regular regulatory interventions.
The licensee needs to improve its strategy for dealing with the extent of corrosion being experienced in some plant areas as there is evidence that there are areas within the boiler annexes where safe access is compromised.
Conclusion of Intervention
ONR is satisfied with the implementation of the licensee’s LC17 & LC36 arrangements.
ONR requires the licensee to make improvements to access arrangements to plant areas affected by corrosion as the risk associated with corrosion related failure in these areas is not acceptable.
The Safety Representatives are generally content with the management of safety matters at the site.
