Executive summary
Purpose of Intervention
The purpose of this intervention at EDF Energy Nuclear Generation Ltd’s (NGL) Heysham 2 power station was to undertake a compliance inspection of LC10 – Training.
The objective was to assess how HYB’s training arrangements and programme contribute to producing competent staff who are able to conduct operations which could affect nuclear safety. In particular, the inspection assessed:
- Governance and Oversight of Training, including Self-Assessment
- Training for Control and Supervision of Operations, including Non-Accredited Training Programmes, focusing on the control and supervision of operations by both NGL staff and contractors;
- Training for nuclear security.
The interventions were planned as part of ONR’s inspection strategy for operating reactors and inspection plan for Heysham 2.
Interventions Carried Out by ONR
Accompanied by ONR colleagues, including the Nominated Site Inspector for Heysham 2, I led the LC10 inspection in my capacity as a Leadership and Management for Safety specialist inspector.
We sampled the end-to-end Analysis, Design, Development, Implement and Evaluate (ADDIE) systematic approach to training to assess the effectiveness of the implementation of training management arrangements. Additionally, we spoke to staff in control and supervisory positions for both NGL and contractor personnel, safety representatives and those involved in managing the process for both nuclear safety and nuclear security.
The intervention was performed in line with ONR's guidance requirements (as described in our technical inspection guides) in the areas inspected.
Key Findings, Inspector's Opinions and Reasons for Judgements Made
During the LC10 inspection we found evidence of good adherence to the company’s processes to ensure that, for those areas sampled:
- The training system is managed effectively to provide appropriate nuclear safety training to develop personnel;
- I am satisfied in the direction of travel and progress to date in developing and maturing nuclear security training.
We made some observations, gave advice on potential areas for further improvement and gave an inspection rating of ‘Green – no formal action’ for compliance with LC10.
Conclusion of Intervention
I discussed our conclusions with station management. There are no findings from this inspection that could significantly undermine nuclear safety. At present, no additional regulatory action is needed over and above the planned interventions at Heysham 2.
