Executive summary

Purpose of Intervention

This intervention, conducted at the EDF Nuclear Generation Limited (NGL) Hinkley Point B Power Station licensed site, was undertaken as part of the 2019/20 intervention plan operating reactors Supply Chain and Quality Assurance (QA) strategy.

Interventions Carried Out by ONR

During the Office for Nuclear Regulation’s (ONR) 20-22 January 2020 site inspection, I conducted a planned Licence Condition (LC) 17 (“Management Systems”) compliance inspection of the implementation of the licensee’s arrangements.

The intervention was performed in line with ONR's guidance requirements (as described in our technical inspection guides) in the areas inspected.

The inspection was conducted at EDF NGL Hinkley Point B Power Station (HPB) and as part of the inspection, I sampled the Supply Chain, Quality Assurance, Equivalence and Obsolescence and System Engineering arrangements.

This was not a Systems inspection

Key Findings, Inspector's Opinions and Reasons for Judgements Made

This LC17 inspection examined EDF Nuclear Generation Limited (NGL) Hinkley Point B Power Station’s supply chain and QA arrangements.

I am content that HPB has established adequate arrangements for supply chain management and quality assurance. However, I identified minor shortfalls in the implementation of those arrangements when applied to quality planning and the associated records, together with lack of clarity concerning quality roles and responsibilities.

Overall, I am satisfied to rate the LC17 inspection as adequate (GREEN) and have raised three level 4 regulatory issues to ensure that that HPB address the shortfalls in implementation of the arrangements in a timely manner.
