Executive summary
Purpose of Intervention
This intervention, conducted at the licensee’s (Devonport Royal Dockyard Limited - DRDL) Devonport site, was undertaken as part of the 2019/20 intervention plan and propulsion sub-division strategy.
Interventions Carried Out by ONR
I conducted a themed compliance inspection within 9 Dock to assess DRDL’s responsibility, authority and accountability improvement activities against relevant good practice, comprising licence condition(s) (LC) 10 (training), 12 (duly authorised and other suitably qualified and experienced persons) and 26 (control and supervision of operations). The focus of this inspection was to ensure that the roles, responsibilities, accountabilities and performance standards required for safety are clear, and that personnel with responsibilities for safety are competent and have authority and access to appropriate resources to allow them to discharge these responsibilities effectively.
The intervention was performed in line with ONR's guidance requirements (as described in our technical inspection guides) in the areas inspected.
Explanation of Judgement if Safety System Not Judged to be Adequate

Key Findings, Inspector's Opinions and Reasons for Judgements Made
No matters were identified as requiring immediate regulatory attention during the conduct of the compliance inspection.
It is my opinion that the arrangements for LC 10, 12 and 26 are adequate, based on the aspects sampled for this compliance inspection. DRDL’s arrangements for control of work have been effectively implemented in relation to activities being undertaken at the time of inspection.
Two minor shortfalls against relevant good practice were identified with respect to DRDL’s LC 26 arrangements. These minor shortfalls have already been recognised by DRDL and improvements to working arrangements are being implemented.
Conclusion of Intervention
Overall I judged that the licensee’s arrangements for LC 10, 12 and 26 are adequate and have been appropriately implemented. On the basis of evidence obtained during the intervention I have given an inspection rating of green for (LC) 10 (training), 12 (duly authorised and other suitably qualified and experienced persons) and 26 (control and supervision of operations).
