Executive summary
Purpose of Intervention
This was a planned inspection, in line with the ONR Integrated Intervention Strategy (IIS) plan for 2019/20 of the Rosyth Royal Dockyard Ltd (RRDL) licensee, on the Rosyth nuclear licensed site.
Interventions Carried Out by ONR
Inspections were conducted across four Licence Conditions (LCs);
- LC 4 (Restrictions on nuclear matter on the site).
- LC 5 (Consignment of nuclear matter).
- LC 10 (Training).
- LC 12 (Duly authorised and other suitably qualified and experienced persons).
The focus of the inspection was on the licensee’s arrangements and procedures for the receipt, storage and consignment of nuclear matter across the licenced site, at both the No 2 Dock and the Active Waste Accumulation Facility (AWAF). This includes the licensee’s arrangements to ensure that only suitably qualified and experience persons conduct receipt, storage and consignment of nuclear matter, and the training programme to ensure that persons are suitable qualified and experienced.
The intervention was performed in line with ONR's guidance requirements (as described in our technical inspection guides) in the areas inspected.
Explanation of Judgement if Safety System Not Judged to be Adequate
Not applicable.
Key Findings, Inspector's Opinions and Reasons for Judgements Made
No matters were identified as requiring immediate regulatory attention during the conduct of the compliance inspection.
A number of observations have been raised which have no impact upon safety on the licensed site, but are opportunities for the licensee to consider within future iterations of the arrangements and / or procedures associated with Licence Conditions 4, 5, 10 and/or 12.
A minor shortfall was identified relevant to Licence Condition 4 due to a lack of arrangements for the examination, inspection, maintenance and testing of the condition of the Berglov boxes, used for the storage of radioactive waste when on the licenced site. The boxes have been recently acquired, were observed in a good physical condition during the inspection, and have been subject to routine statutory inspection/testing for compliance with Lifting Operations and Lifting Equipment Regulations LOLER. Therefore it is my opinion at the time of the inspection that there is no risk to safety, and I deem proportionate to raise a Level 4 Regulatory Issue to monitor the completion of the licensees’ actions to address this shortfall.
Conclusion of Intervention
On the basis of the evidence sampled, notwithstanding the minor shortfall related to Licence Condition 4, evidence was identified to support the conclusion that the licensee has in place adequate arrangements and procedures to demonstrate compliance with Licence Conditions 4, 5, 10 and 12.
Therefore, I consider that an inspection rating of Green (No Formal Action) is merited against Licence Conditions 4, 5, 10 and 12.
