Executive summary
Purpose of Intervention
This was a planned inspection of part of the Rolls Royce Raynseway site, undertaken as part of the planned intervention strategy for the Operating Reactors Division (OFD) of the Office for Nuclear Regulation (ONR).
The work was carried out was in-line with the planned inspection programme contained in the Rolls Royce Integrated Intervention Strategy (IIS).
The purpose of this intervention was to ensure that the Licensee was showing compliance with the requirements of the Regulatory Reform (Fire Safety) Order 2005 (RRO).
Interventions carried out by ONR
The intervention focused on both the management of fire safety and the practical fire safety provision within a number of pre-selected facilities.
- I examined a series of documents prior to my arrival on site.
- I used the relevant legislation relating to this inspection to focus on life fire safety, not nuclear fire safety issues.
- I completed inspections on a number of facilities including the Neptune facility and the PAB project.
- I undertook a walk-through of most of the areas of the selected buildings, and paid particular attention to the practical application of the fire safety strategy. During this I pointed out examples of obstacles and fire safety issues that are likely to compromise the application of the fire safety strategy.
- During my inspection, I challenged those accompanying me, and others about procedures and approaches to the practical application of maintaining adequate fire safety provision.
- I conducted meetings to assess the approach being taken to the management of fire safety and the testing and maintenance of the fire safety systems across both facilities.
- I questioned personnel to test effectiveness and knowledge of arrangements.

Key Findings, Inspector's Opinions and Reasons for Judgements Made
My overall impression was one of a safety team that ensures that fire safety is given the consideration required. The people I met understand the fire risk within the facilities that I visited.
During the walk down and the meetings held I identified a number of examples of good practice. I also identified a number of areas requiring attention to ensure compliance with the relevant legislation is achieved. The majority are specifically related to the application of fire safety within project work.
I am confident that the fire safety arrangements are effective and being implemented to a satisfactory standard. My overarching impression was one of a good direction of travel relating to the required standards for conventional fire safety arrangements. The personnel for the two facilities that I inspected displayed a positive appreciation of the importance of effective fire safety measures; demonstrating a confident approach to achieving compliance with the relevant legislation.
Conclusion of Intervention
I concluded that the areas inspected are compliant with the legislation, and that there are areas of good practice and some areas for improvement.
Overall, in relation to the areas I inspected, there is an adequate level of fire safety provision and management. The facility and project management understand that in order for the fire safety systems to be fully effective, all members of staff, including contractors, should be aware of the fire strategy and fire risk assessment that applies to them. In particular, the need for fire safety within project work to be suitably managed and coordinated is important for the licensee. I have rated the outcome of this inspection as GREEN.
