Executive summary
Purpose of Intervention
This inspection was one of a series of planned inspections for 2019/20, which are informed by the ONR Decommissioning Fuel and Waste (DFW) sub-division strategy.
Interventions Carried Out by ONR
This inspection examined the adequacy of Magnox Limited’s (ML) arrangements and their implementation on the Wylfa site for compliance with Licence Conditions (LC): LC 11 (Emergency Arrangements), LC 22 (Modification or experiment on existing plant) and LC 23 (Operating Rules). I also held meetings with the Wylfa safety representatives; and station lead team members to discuss Wylfa’s planned activities through to the end of FY 20/21.
For LC11, LC22 and LC23 my focus was on Wylfa’s recent implementation of a re-baselined post defuelling safety case and subsequent deletion of Wylfa’s only operating rule; and activities currently being undertaken in readiness for the removal of 24/7 operational shifts as part of its contingency emergency arrangements transition (including physical modifications). I also held discussion on ONR’s proposed integrated inspection strategy (IIS) plan for Wylfa during financial year 20/21; and met Wylfa’s safety representatives.

Key Findings, Inspector's Opinions and Reasons for Judgements Made
Based on the evidence examined it is my judgement that ML is effectively implementing arrangements for complying with LC 11, 22 and 23 at Wylfa. In my opinion Wylfa is making good progress towards being ready to remove 24/7 operational shifts; and is effectively implementing mature LC22 arrangements. I identified areas of good practice and some areas where ML could improve
Conclusion of Intervention
I identified no matters that in my opinion could adversely affect nuclear safety. My findings were shared with and accepted by the licensee.
