Explanation of Judgement if Safety System Not Judged to be Adequate

Key Findings, Inspector's Opinions and Reasons for Judgements Made
Compliance with the requirements of the IRR17 was judged overall to be adequate. Specifically I noted:
- Magnox Limited employees, contractors and Radiological Protection Engineer’s on the site, were suitability qualified and highly experience for their respective roles.
- Training records as well as the approach for the implementation of the graded approach were found to be adequate and compliant with IRR17.
- Waste facilities inspected on site were found to have appropriate hierarchy of control measures to restrict exposure to workers so far as is reasonably practicable.
I nevertheless identified a number of minor areas for improvement:
- Some radiological protection resources are stretched with little resilience in the event of unexpected absences. The licensee is preparing a resilience plan that will be completed when resources are available. The site inspector will monitor progress against the plan.
- The licensee needs to review the radiological designation and control arrangements for outdoor C2 areas.
- Waste management on site regarding the accumulation and timely sorting of waste needs to be improved.
- Several areas on site require refurbishment due to degradation by the environment.
Conclusion of Intervention
Compliance with the Ionising Radiation Regulations 2017 was judged to be of an adequate standard with some opportunities identified for further improvement, which were discussed and agreed with the licensee.
