Executive summary
Purpose of Intervention
This intervention was a reactive LC 10 (Training) remote compliance inspection at EDF Energy Nuclear Generation Limited’s (NGL’s) Dungeness B power station. The reactive inspection was undertaken in order to observe the training of station staff during the COVID-19 pandemic and the station’s arrangements in undertaking this training.
Interventions Carried Out by ONR
This inspection was led by the DNB Site Inspector and supported by a Human Factors Specialist Inspector. The inspection consisted of observing the delivery of training course material for the station’s return to service training for its Main steam line to a sampled selection of station shift teams.
During this inspection the site inspector also undertook intelligence gathering in the following areas:
- Held update meetings with Technical Support and Safety Manager, Plant Manager and Station Director.
- Observing several station meetings these included the station’s start of shift briefing, daily screening meeting, the end of day update meeting and the station’s Corrective Action Review Board (CARB) meeting
- Routine Independent Nuclear Assurance update meeting
The above inspections and discussions were undertaken as a remote inspection’s through audio and video conferencing as a result of the COVID-19 pandemic.
Explanation of Judgement if Safety System Not Judged to be Adequate
No system based inspection undertaken, hence not applicable.
Key Findings, Inspector's Opinions and Reasons for Judgements Made
In relation to the reactive LC10 remote compliance inspection, the intervention centred on observing the station’s delivery of its return to service training for its main steam line for two shift teams which were delivered at weekly intervals. The sessions were delivered via Skype due to the COVID 19 pandemic.
The inspectors observed a positive approach by the trainers and participants given the unusual training situation. The inspectors noted that the training was for awareness rather than specific knowledge transfer. The presentation of the training material was in the inspectors’ opinion of suitable detail and of sufficient depth. The sessions were well received and feedback from the participants indicated a positive view of the sessions observed.
In light of the above observations this reactive remote LC10 compliance inspection I have rated this inspection as Green, no further regulatory intervention is currently required.
