Executive summary
Purpose of Intervention
The purpose of this intervention was to carry out a planned inspection of compliance with site licence conditions (LC) at Sizewell B, operated by EDF Energy Nuclear Generation Limited (EDF NGL, the licensee), in accordance with ONR’s integrated intervention strategy for the site. Because of restrictions currently in place as a result of the coronavirus pandemic, this inspection was conducted remotely.
Interventions Carried Out by ONR
I carried out an inspection of compliance with LC 4 (restrictions on nuclear matter on the site) and LC 5 (consignment of nuclear matter).
The intervention was performed in line with ONR's guidance requirements (as described in our technical inspection guides) in the areas inspected.
I inspected the licensee’s procedures for receiving, moving, storing and consigning nuclear matter, and examined documentation demonstrating compliance with those procedures. I talked to personnel involved in all stages of the handling of nuclear matter on site, and examined role profiles and training records for a sample of personnel in key positions.
Explanation of Judgement if Safety System Not Judged to be Adequate
Not applicable; this was not a system-based inspection.
Key Findings, Inspector's Opinions and Reasons for Judgements Made
Based on the procedures reviewed and evidence sampled, I have rated compliance with both LC4 and LC 5 green, because the licensee:
- Has a suite of procedures that meet ONR’s expectations and ensure that nuclear matter, whether fuel or not, is brought onto the site in a safe and controlled manner and is stored in a location suitable for that purpose.
- Is able to demonstrate that all nuclear matter on site is accounted for and stored in compliance with its procedures.
- Can demonstrate that it has not consigned nuclear matter other than excepted matter and radioactive waste.
- Has procedures in place that meet ONR’s expectations and prevent it from consigning nuclear matter (other than excepted matter and radioactive waste) to anywhere other than a relevant site.
- Keeps records of the consignments describing the amount, type and form of such nuclear matter, the manner in which it was packed, the name and address of the person to whom it was consigned and the date when it left the site.
- Is required to keep said records for 30+ years.
Conclusion of Intervention
Based on the evidence gathered during this intervention, I consider that there were no matters significantly affecting nuclear safety or otherwise requiring immediate regulatory attention, or that required amendments to the integrated intervention strategy for the site.
