Executive summary

Purpose of Intervention

This was one of a series of planned Licence Condition (LC) compliance inspections of the Grove Centre site for 2020/21.

The aims of the inspection were to:

  • Assess the adequacy of the implementation of the GE Healthcare Ltd’s (GEHC) COVID-19 control arrangements for the return to the site
  • Assess the adequacy of control and supervision of activities on site during the return to the site under the LC26 arrangements.

Interventions Carried Out by ONR

I inspected the implementation of GEHC’s implementation of COVID-19 control measures.

I also carried out an inspection of the implementation of the licensee’s LC26 arrangements throughout lockdown and during the return to the site.

In addition to the inspection ONR attended a meeting to gain further information related to a recent incident at the site involving a failure of lifting equipment.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

From the evidence examined and from plant walk-downs I judged that the licensee’s implementation of its arrangements for LC 26 and for control of COVID-19 is adequate.

I provided feedback to the site on the inspection findings at a close-out meeting with management representatives.

Conclusion of Intervention

I am satisfied that the licensee has implemented COVID-19 control measures in accordance with government advice and is adequately supervising and controlling its activities during the return to the site following the COVID-19 pause.
