Executive summary

Purpose of Intervention

The purpose of this inspection was to confirm compliance with a number of Licence Conditions at the Magnox Limited Hinkley Point A licensed nuclear site during the Covid-19 pandemic and was undertaken as part of the 2020/21 intervention plan.

Interventions Carried Out by ONR

The inspection targeted the changes made to processes and working practices as a result of Covid-19 safety measures being implemented.

I carried out a planned Licence Condition 26 (Control and supervision of operations) compliance inspection.  Aspects of Licence Condition 9 (Instructions to persons on the site), Licence Condition 10 (Training) and Licence Condition 12 (Duly authorised and other suitably qualified and experienced persons) were also examined in relation to maintaining control and supervision during the pandemic. 

Explanation of Judgement if Safety System Not Judged to be Adequate

A system/structure based inspection was not carried out.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

I examined the arrangements put in place by Magnox Ltd to establish whether they were compliant with each of the licence conditions

I undertook plant walk-downs of designated radiological and non – radiological areas of the site to inspect the implementation of arrangements at the workplace. No significant matters were identified.

I provided feedback to the sites on the inspection findings at a close-out meeting with management representatives.

Conclusion of Intervention

In my opinion, during the Covid-19 pandemic the licensee has adapted working practices to comply with government advice and overall is complying with the requirements of LC 9, 10, 12 and 26.
