Executive summary

Purpose of Intervention

Office for Nuclear Regulation (ONR) evaluation of EDF Energy Nuclear Generation Limited (NGL) Sizewell B Power Station’s compliance with Carriage of Dangerous Goods and Use of Transportable Pressure Equipment Regulations 2009 (CDG 2009) for class 7 dangerous goods (radioactive materials).  ONR is the Transport Competent Authority for civil transport of class 7 dangerous goods, as appointed under Regulation 25 of the CDG 2009.

Interventions Carried Out by ONR

Due to the Coronavirus pandemic, and measures implemented to stop the spread of this virus, this intervention was conducted remotely through video conference by a series of structured discussions held with NGL Sizewell staff involved in the consigning of class 7 dangerous goods and Site’s transport emergency arrangements.

Explanation of Judgement if Safety System Not Judged to be Adequate

This was not a Safety System based intervention

Key Findings, Inspector's Opinions and Reasons for Judgements Made

Based on evidence gathered from reviewing requested information and structured discussions with Sizewell B staff I consider Sizewell B has demonstrated an adequate level of compliance with CDG 2009 regulations:

  • Consigning staff demonstrated adequate knowledge and understanding of the regulations for the carriage of class 7 dangerous goods and NGL’s management arrangements show how transport legislation was complied with.
  • Staff consigning class 7 materials received suitable training and were able to demonstrate their knowledge and understanding of regulatory requirements, based on inspection Sizewell B’s consigning documentation.
  • Station had adequate class 7 transport emergency arrangements in place with the Head of Radiological Protection setting out actions taken on a Level 2 RadSafe declared event. Sizewell B Emergency Controllers demonstrated understanding of NGL’s transport emergency arrangements in responding to a RadSafe Level 2 notification by initiation of NGL’s transport emergency plan and providing support to local authority emergency services who would respond to this type of event.

Conclusion of Intervention

Sizewell B Power Station has demonstrated adequate compliance with CDG 2009 requirements in consigning class 7 dangerous goods and in its ability to respond to a transport emergency event.
