Executive summary
Purpose of Intervention
This was a planned intervention of EDF Energy Nuclear Generation Ltd.’s (NGL’s) Heysham 1 power station, undertaken as part of the planned intervention strategy for the Operating Facilities Division (OFD) of the Office for Nuclear Regulation (ONR).
The work was carried out in-line with the planned inspection programme contained in the Heysham 1 Integrated Intervention Strategy (IIS).
The purpose of this intervention was to confirm that the General Fire Safety provisions on site are adequate, and to confirm that the licensee is complying with the requirements of the Regulatory Reform (Fire Safety) Order 2005 (RRO).
Interventions Carried Out by ONR
This intervention was a planned remote interaction undertaken against the life safety requirements of the Regulatory Reform (Fire Safety) Order 2005.
The intervention was completed remotely due to COVID-19 restrictions. ONR could not therefore directly inspect the implementation of fire safety management procedures or assess directly the effectiveness of the activities being undertaken on the site or independently confirm actual compliance with company processes.

Key Findings, Inspector's Opinions and Reasons for Judgements Made
Work to maintain fire safety management standards because of Covid-19 precautions has been developed and introduced since April 2020.
I did not identify any significant departures from compliance that will require a follow up as part of regulatory interactions. No matters were identified as requiring immediate regulatory attention during the engagement.
The outcome of the discussions from this remote intervention suggest that the site has a healthy appreciation of fire safety risks and continue to apply adequate control measures to reduce the risk to life from fire.
Overall, I judged that the standard of compliance with the Regulatory Reform (Fire Safety) Order 2005 is adequate. I believe senior managers have identified the risk from fire at Heysham 1 Power Station at an appropriate level. They understand the importance of the Fire Safety Coordinator’s role and the challenges that exist.
Conclusion of Intervention
I concluded that the aspects of fire safety arrangements discussed, within the limitations of a remote intervention, appear compliant with the legislation. I have rated the outcome of this intervention as GREEN.
