Executive summary
Purpose of Intervention
This inspection was to confirm that Dounreay Site Restoration Limited (DSRL) is complying with various Licence Conditions (LC) in accordance with the 2020/21 inspection plan, adjusted for Covid-19 and to confirm that the licensee is controlling its hazards and complying with its statutory obligations.
Interventions Carried Out by ONR
This inspection was of the Site’s arrangements made under the following LCs:
- LC19 (Construction and Installation of New Plant)
- LC20 (Modification to Design of Plant Under Construction)
- LC21 (Commissioning)
The inspections were based on examining a sample of the licensee’s arrangements and their implementation on site as follows:
- Shaft and Silo Project Delivery – Implementation of arrangements for LC20.
- PFR WVN Project Delivery – Implementation of arrangements for LC21.
- DCP SE Project Delivery – Implementation of arrangements for LC19 and LC20.
- ADU Floc Project Delivery – Implementation of arrangements for LC19, LC20 and LC21.
- This inspection also provided the opportunity to conduct a plant visit to PFR WVN and the Shaft and Silo.

Key Findings, Inspector's Opinions and Reasons for Judgements Made
I assessed the DSRL arrangements and their implementation for Construction and Installation of New Plant (LC19), Modification to Design of Plant Under Construction (LC20) and Commissioning (LC21). These arrangements were assessed across the Shaft and Silo, PFR (WVN), DCP store extension facilities and ADU Floc projects on the DSRL site.
The inspection against LC19 focussed on the implementation of the corporate arrangements for commissioning in support of the DCP store extension and the ADU Floc project. I considered that the licensee has adequate arrangements for construction of the plant. The management of technical queries is generally in line with expectations. An anomaly with the recording of concessions/non-compliances was noted and is being considered with oversight by the DSRL Independent Assurance Team.
The inspection against LC20 focussed on the corporate arrangements for the modification to design of plant under construction in support of the shafts and silo project, the DCP store extension project and the ADU Floc project. The licensee was able to demonstrate that it had a process in place to ensure that modifications were recorded and tracked appropriately. I am satisfied that DSRL has adequate arrangements within the areas.
The inspection against LC21 focussed on the implementation of the corporate arrangements for commissioning in support of the PFR WVN project and the ADU Floc project. I considered that the licensee has adequate arrangements for commissioning the plant and processes. Operation teams were involved in the process and oversight was ensured through the Hold Point Control Plan.
Conclusion of Intervention
Overall, I consider that the arrangements and their associated implementation for LC19, LC20 and LC21 for the areas inspected met with the required standards. I did not identify any matter adversely affecting nuclear safety that required immediate regulatory action.
