Executive summary
Purpose of Intervention
The purpose of this inspection was to confirm compliance with Licence Conditions listed below at the Magnox Limited Hinkley Point A licensed nuclear site during the Covid-19 pandemic and was undertaken as part of the 2020/21 intervention plan.
Interventions Carried Out by ONR
The inspection targeted return to work arrangements as a result of Covid-19.
I carried out planned inspections of the following at Hinkley Point A site:
- Licence Condition 19 – Construction or installation of new plant
- Licence Condition 20 – Modification to design of plant under construction
- Licence Condition 21 – Commissioning
- Licence Condition 22 – Modification or experiment on existing plant
- Licence Condition 28 – Examination, Inspection, Maintenance & Testing.

Not applicable.
Key Findings, Inspector's Opinions and Reasons for Judgements Made
I examined the arrangements put in place by Magnox Ltd at Hinkley Point A to establish whether they were compliant with five licence conditions.
I undertook plant walk-downs of designated radiological and non – radiological areas of the site to inspect the implementation of arrangements at the workplace and gathered information through documentation and speaking with site personnel. No significant matters were identified.
I provided feedback to the site on the findings of the inspections at a close-out meeting with management representatives in attendance.
Conclusion of Intervention
In my opinion, the licensee is complying with the requirements of LC 19, 20, 21, 22 and 28 at Hinkley Point A.
