Executive summary

Purpose of Intervention

This was a planned inspection of EDF Energy Nuclear Generation Ltd.’s (NGL’s) Hunterston B Power Station, undertaken as part of the planned intervention strategy for the Operating Facilities Division (OFD) of the Office for Nuclear Regulation (ONR).

The work was carried out in accordance with the planned inspection programme contained in the Hunterston B Integrated Intervention Strategy (IIS) for 2020/21.

Interventions Carried Out by ONR

As part of this intervention I, the nominated site inspector, carried out an inspection against:

  • Licence condition (LC) 12 – Duly authorised (DAP) and other suitably qualified and experienced persons 

The intervention was performed in line with ONR's guidance requirements (as described in our technical inspection guides) in the areas inspected.

I also held routine meetings and received updates on the progress being made on defuelling preparations and on the close out regulatory issues previously raised.

Explanation of Judgement if Safety System Not Judged to be Adequate

No system based inspection was undertaken, hence this is not applicable for this intervention.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

The LC 12 inspection concentrated on the control of the assessment and appointment of DAPs which the inspection found is taken seriously at Hunterston B.  DAPs are subject to a rigorous appointment process and I observed an excellent standard of record keeping.  Proactive action is also being taken to enhance the company standard for DAP training and appointments by including specific requirements for defuelling operations.

Whilst some documentation editorial errors were identified and the off-site representation on DAP assessment panels should be strengthened, I was satisfied that station has a robust DAP appointment process.

I also made general observations in relation to COVID 19 control measures. These indicated suitable station compliance with social distancing requirements, use of face coverings and hand washing. 

Conclusion of Intervention

The inspection for LC 12 (Incidents on the site) was rated Green, no formal action.
