Executive summary
Purpose of Intervention
This inspection of Rosyth Royal Dockyard Ltd’s (RRDL) licensed site (nuclear site licence number SC8) was undertaken as part of planned interventions in accordance with the IIS Strategy and Plan for 2020/21.
Interventions Carried Out by ONR
This intervention consisted of an inspection of the licensee’s compliance with Licence Condition 28 (examination, inspection, maintenance and testing). Inspections were undertaken in accordance with the ONR Technical Inspection Guides and involved examination of relevant licensee documentation, targeted discussions with relevant members of licensee staff and inspection of equipment in the Active Waste Accumulation Facility and 2 dock area.
Due to current COVID-19 restrictions for travelling and attending licensee sites, the inspection was conducted remotely using information technology communication methods.

Key Findings, Inspector's Opinions and Reasons for Judgements Made
The compliance arrangements for LC28 were found to be adequate on inspection and complied with the relevant ONR guidance. On this basis the inspection was judged to be rated as green [good standard]. Minor observations were made with regard to the adequacy of:
- Plant maintenance schedule completeness – addition of specified maintenance intervals and associated maintenance schedule references.
- Record keeping – addition of calibration tooling to written instructions, completeness of training records, appending of scanned documentation to the electronic records management system (continuation of 2017 inspection finding).
- Provision of links to associated LC28 procedures.
- Inclusion of a process for LC28 trending and analysis.
Conclusion of Intervention
On the basis of information provided and evidence obtained during this intervention ONR concluded that the licensee has made and implemented adequate arrangements under Licence Condition 28 (examination, inspection, maintenance and testing). The licensee accepted all inspection finding shortfalls and agreed to address these items as part of normal business improvement. As a result of this ONR did not consider it proportionate to raise any regulatory issues from this inspection.
