Executive summary

Purpose of Intervention

The purpose of this intervention was to assess Torness Power Station’s compliance with LC7 ‘Incidents on site’.  This was a planned compliance inspection of EDF Energy Nuclear Generation Ltd.’s Torness Power Station, undertaken as part of the intervention strategy for the Operating Facilities Division (OFD) of Office for Nuclear Regulation (ONR).

Interventions Carried Out by ONR

This intervention was carried out remotely by ONR’s Torness Nominated Site Inspector and Human Factors Inspector over the period 16th to 18th February 2021. 

The intervention was performed in line with ONR's guidance requirements (as described in our technical inspection guides) in the areas inspected.

Explanation of Judgement if Safety System Not Judged to be Adequate

Not applicable, no system-based inspection was undertaken.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

Licence Condition 7 – Incidents on Site – GREEN (No Formal Action)

  • With regards to two events I sampled in detail, I judge the Licensee to have implemented adequate arrangements for the investigation of these incidents.
  • Whilst the licensee was found to be compliant with LC7 requirements, I have suggested several areas of potential improvement to Torness to strengthen their investigation process and duty to prevent further events, under Regulation 5 of the Management of Health and Safety at Work Regulations (1999).
  • These suggested improvements relate to training of investigators, recording of the corrective action process and identification of root causes.

Conclusion of Intervention

An intervention rating of Green was given against LC 7.  Observations for consideration were also raised regarding the investigation and corrective action processes.
