Executive summary
Purpose of Intervention
This was one of programme of planned inspections at Berkeley & Oldbury during 2020/21, developed in accordance with the Decommissioning Fuel & Waste Sub-Division strategy. This inspection targeted the licensee’s organisational capability focussing on the nuclear baseline.
Interventions Carried Out by ONR
I inspected Berkeley & Oldbury’s arrangements for compliance with licence condition (LC) 36 Organisational capability.
The inspection examined arrangements for Organisational change and the content of the Nuclear Baseline.
Explanation of Judgement if Safety System Not Judged to be Adequate
Not applicable as no safety system was inspected.
Key Findings, Inspector's Opinions and Reasons for Judgements Made
I examined Berkeley & Oldbury’s arrangements for defining and maintaining its nuclear baseline, and for managing organisational change. The licensee has in place adequate arrangements to derive and maintain an organisation, staffing levels and competences which enable it to understand, deliver and oversee activities which have the potential to impact on nuclear safety. I noted areas of good practice and offered advice regarding opportunities for improvement.
Conclusion of Intervention
I consider that the arrangements and their associated implementation for LC36 for the areas inspected met with the required standards. I did not identify any matter adversely affecting nuclear safety.
