Executive summary
Purpose of Intervention
This was a planned inspection in line with the ONR Integrated Intervention Strategy (IIS) plan for 2020/21, of the BAE Systems Marine Ltd (BAESM) radiography bay enclosure in the D59 facility.
Interventions Carried Out by ONR
The intervention consisted of a remote compliance inspection against the Ionising Radiations Regulation 2017 (IRR17) arrangements. The intervention will inform ONR of the maturity of design and test design/development, to prove design intent and compliance with regulatory standards and internal regulatory controls applied by BAESM. It is intended to de-risk the plans for future build, installation, and operations of the facility.
The inspection sampled the arrangements including those for the critical examination and (to a lesser extent) routine operation. This included Radiation Risk Assessments (RRA) and local rules.
During the IRR17 inspection, I held telephone discussions with managers, supervisors, operators and Radiation Protection Advisers (RPA) from BAESM, partners, contractors and installers to obtain evidence to determine the level of compliance. I sampled relevant documentation and assessed compliance against:
- Work with Ionising Radiation - Approved Code of Practice and Guidance L121 (Second edition) Published 2018.
- The Ionising Radiations Regulations 2017 - NS-INSP-GD-054 Revision 7.

Key Findings, Inspector's Opinions and Reasons for Judgements Made
No matters were identified requiring immediate regulatory attention during the inspection.
I concluded that there were no significant shortfalls identified against Relevant Good Practice (RGP), with respect to Radiological Protection requirements under IRR17.
I did however observe a minor shortfall in relation to Regulation 14 of the IRR17 - Radiation Protection Advice, related to the duty holder seeking radiation protection advice from the Radiation Protection Adviser in a timely manner. This was specifically regarding the configuration of the personal access door to the radiography enclosure bay. I will track this minor shortfall to closure via a level 4 issue, which will be managed through routine level 4 meetings between the duty holder and myself.
Conclusion of Intervention
Based on the sampling undertaken during the IRR17 remote compliance inspection, I am satisfied that the duty holder has adequate arrangements for compliance with IRR17.
Therefore, I consider that an inspection rating of Green (no formal action) is merited.
