Executive summary
Purpose of Intervention
These Licence Compliance Inspections were carried out as part of a series of planned inspections for the Hunterston A (HNA) and Chapelcross (CHX) decommissioning sites during 2020/21.
Interventions Carried Out by ONR
I carried out Themed Licence Compliance inspections on HNA’s and CHX’s Licence Condition (LC) 19, 20, 21, 22, and 26 arrangements for control of new plant, modifications, and commissioning and their implementation. In addition, I held on-site meetings that included quarterly meetings with the HNA and CHX Safety Representatives, and a meeting on HNA’s Operational Shift Transition (OST).

Key Findings, Inspector's Opinions and Reasons for Judgements Made
From the documentation sampled and the areas inspected, I found that HNA’s and CHX’s implementation of their LC19, 20, 21, 22, and 26 arrangements for the control of new plant, modifications, and commissioning was adequate.
Conclusion of Intervention
I judged that HNA’s and CHX’s implementation of their LC19, 20, 21, 22, and 26 arrangements for the control of new plant, modifications, and commissioning was adequate in the areas inspected and that during these inspections I did not identify any significant regulatory concerns.
