Executive summary

Purpose of Intervention

The purpose of this intervention was to undertake compliance inspection activities at EDF Energy Nuclear Generation Limited’s (NGL) Hartlepool power station, in line with the ONR’s inspection programme contained in the Hartlepool Integrated Intervention Strategy (IIS) for 2020/21

Interventions Carried Out by ONR

The focus of the intervention was to conduct a planned compliance inspection on LC11 – Emergency Arrangements. The inspection was conducted by the nominated site inspector and the Operating Reactors lead for LC11.

The inspection utilised the Emergency Preparedness and Response Capability Map (EPRCM). This is a framework used to evaluate emergency planning and response in the context of seven subject areas. ONR aims to evaluate all areas of the EPRCM on each operating reactor site during a five-year cycle.  During this inspection we sampled evidence from outcome one of the EPRCM.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

During this inspection I undertook a planned compliance inspection against LC11 during which I sampled evidence to demonstrate that:

  • The station maintains configuration control for all resources (personnel, facilities, and equipment) identified as being necessary to support the emergency arrangements. 
  • The station ensures that the emergency arrangements remain sound and practicable. Key issues and learning are identified and used to help ensure emergency arrangements remain fit-for-purpose and issues are tracked to timely completion.
  • The station has adapted to the impact of Covid-19 and continues to provide adequate training for defined emergency preparedness and response roles.
  • The stations emergency arrangements have been updated to implement the requirements of REPPIR-19.

In addition, a walkdown of areas relating the on-site emergency response was conducted.

During the inspection I found evidence of compliance with both station and company processes.

Conclusion of Intervention

In relation to LC11, I judged that an inspection rating of Green (no formal action) is warranted.

There are no findings from this inspection that could significantly undermine nuclear safety.
