Executive summary
Purpose of Intervention
This inspection at UUK Capenhurst Works was undertaken as part of a programme of planned inspections for 2021/22. The scope of the intervention was aligned to the ONR Decommissioning, Fuel and Waste strategy. Compliance with government guidance for Covid-19 was also assessed. The inspection was undertaken at the E23 Facility on the site. In addition the Annual Review of Safety, Security, Safeguards and Environment (ARoSSSE) for 2020 took place.
Interventions Carried Out by ONR
This inspection was to confirm adequate implementation of arrangements made under the following Licence Conditions:
- LC26 Control and Supervision of Operations;
- LC28 Examination, Inspection, Maintenance and Testing.
The inspection comprised of plant inspection, examination of procedures, documentation and records and interviews with staff.

Key Findings, Inspector's Opinions and Reasons for Judgements Made
I carried out a LC 26 and 28 themed inspection at the E23 plant during the COVID-19 pandemic. I reviewed the management arrangements for LC26 and LC28 and was able to establish the “golden thread” in the management system for these LCs.
I interviewed the Operations Shift Team Manager, the Shift Manager, the Operations Deputy Shift Team Manager and the Maintenance Leaders in E23 for the Mechanical and Electrical and Instrumentation disciplines. I asked for evidence that operations were conducted in E23 on the 27 April 2020 and maintenance conducted on that date were done with the appropriate DAPs and SQEPs. I was provided with appropriate copies of the training and authorisation records.
During my plant walk-down of the E23 I inspected the changes made on site to ensure compliance with Urenco UK Ltd arrangements for COVID-19 secure operations, which in my opinion have been adequately implemented. I also examined a sample of equipment to ensure they were adequately maintained during my walk-down.
From my on-site inspection it is my opinion that the Licensee has made and implemented adequate arrangements to comply with Government guidance on Covid-19 and has reduced the on-site risk from Covid-19 to as low as reasonably practicable.
The licensee was able to demonstrate from the documents sampled; the facilities inspected; and the staff interviewed during the inspection, that it complied with the requirements of LC 26 and LC 28 during the Covid-19 pandemic.
During the AROSSE meeting overall UUK, UCP and UNS gave an honest and open account of their performance in all areas, backed up by evidence and examples where improvements have been made and where further progress can still be made.
Conclusion of Intervention
In my opinion, the Licensee's arrangements for compliance with LCs 26 and 28 are adequate. It is also my opinion the Licensee has complied with Government guidance on Covid-19 and reduced the on-site risk from Covid-19 to as low as reasonably practicable. I, therefore, conclude that this inspection identified no matters that may impact significantly on nuclear safety.
