Executive summary
Purpose of Intervention
This inspection on the Urenco UK Ltd (UUK) licensed nuclear site was undertaken as part of a programme of planned inspections in the ONR SDFW programme, to ensure that dutyholders applying for transport package approvals have adequate management systems in accordance with GB law.
Interventions Carried Out by ONR
During this inspection, ONR sought to gain evidence of compliance with:
- Carriage of Dangerous Goods and Use of Transportable Pressure Equipment Regulations (CDG) 2009
- UNECE Agreement concerning the International Carriage of Dangerous Goods by Road 2021 (ADR) – www.unece.org
- The Ionising Radiations Regulations 2017
The inspection comprised a review of the UUK management system and its associated procedures, documentation and records, testing of specific thematic areas applicable to transport compliance, a review of the radiation risk assessment and emergency arrangements and a plant inspection of a planned consignment of cylinders filled with uranium hexafluoride.

Key Findings, Inspector's Opinions and Reasons for Judgements Made
UUK was able to provide a clear link between Management Arrangements and the local work instructions through its system of Manuals, Procedures, Instructions and Forms.
On sampling areas of UUKs package maintenance and consignment operations, and witnessing a consignment activity, it was clear that these operations were being conducted in accordance with the management system and regulatory requirements which demonstrated the adequacy of UUKs Management System.
The UUK transport staff were trained, capable and professional.
ONR judged that UUK was able to demonstrate adequate management arrangements required to discharge its duties to adequately transport nuclear material.
During the inspection, ONR made several observations to improve that were fed back to the UUK. These items will be followed up by the site inspector at the next scheduled site visit.
Conclusion of Intervention
Overall, based on the evidence from this inspection, UUK has an adequate management system for the transport of radioactive material as defined in the applicable transport regulations.
There were no significant matters identified that might adversely impact nuclear safety. Some improvements were identified that will be followed up by the site inspector during routine inspections of UUK.
