Dounreay - LC11 compliance inspection (Delta 55 Partial Re-Demonstration Exercise)

Executive summary

Purpose of Intervention

The purpose of this inspection was to undertake a Licence Condition (LC) compliance inspection at Dounreay in accordance with the 2021/22 inspection plan to confirm that the licensee is controlling its hazards and complying with its statutory obligations. 

More specifically, the aim was to assess those aspects of DSRL’s emergency arrangements identified as requiring a re-demonstration following the last Safety and Security Demonstration Exercise, Delta 55, conducted 15 May 19.

Interventions Carried Out by ONR

The ONR Nominated Site Inspector undertook inspections of the site’s emergency response arrangements and their implementation against the requirements of LC11 focusing on the following areas:

  • Command and Control at the scene of the incident.
  • Casualty management and recovery.
  • Training and competency assessment of Local Incident Controllers.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

The exercise scenario provided an adequate opportunity to demonstrate the revised arrangements for management of the incident at the Forward Control Point and to demonstrate the management and recovery of multiple casualties from a radiologically contaminated scene.

It is clear that DSRL has undertaken a comprehensive programme to review and develop their arrangements for improved command and control at the scene of an incident drawing on operational experience and good practice across the industry.  This was evidenced during the exercise where I observed significant improvements in the situational awareness, incident management and communications demonstrated by the Local Incident Controller at the Forward Control Point.

In addition, the management and recovery of multiple casualties from a radiologically contaminated scene demonstrated by the Dounreay Fire and Rescue Service represented relevant good practice with an appropriate level of understanding of the radiological considerations at the scene.

I am satisfied that this exercise provided an adequate demonstration of those aspects of the emergency arrangements previously identified as requiring improvement during Delta 55. In addition, I am also satisfied that the exercise provided an adequate basis for the formal close out of the ONR Regulatory Issue raised in response to the concerns raised following Delta 55.

Conclusion of Intervention

I consider that the arrangements and their implementation in support of LC11 met with the required standards.  I did not identify any matter impacting on nuclear safety that required any further immediate regulatory action.
