Executive summary
Purpose of Intervention
In accordance with the Office for Nuclear Regulation’s (ONR’s) Hinkley Point C (HPC) Construction Inspection Plan, ONR performs a series of planned compliance inspections of identified licence conditions (LC) and other applicable legislation, to ensure that NNB Generation Company (HPC) Ltd (NNB GenCo), is meeting its legal requirements.
Interventions Carried Out by ONR
Licence condition 11 requires that “the licensee shall make and implement adequate arrangements for dealing with any accident or emergency arising on the site and their effects.”
ONR carried out the following LC11 intervention:
- A one-day intervention to confirm that the site’s emergency arrangements remain effective and have matured commensurate with the risks and complexity of the site.

In addition, I held a short information sharing session in relation to NNB’s pools, tanks, sumps and liners quality arrangements improvement plan.
Explanation of Judgement if Safety System Not Judged to be Adequate
N/A as this was not a safety systems inspection.
Key Findings, Inspector's Opinions and Reasons for Judgements Made
NNB has maintained and enhanced its emergency scheme manning.
NNB has maintained and appropriately evolved its emergency preparedness arrangements and capabilities to ensure that they are commensurate to current risk profile of the site.
NNB has further enhanced its onsite fire and rescue capability and resources ensuring a comprehensive and capable onsite fire and rescue capability.
Conclusion of Intervention
I judge that an inspection rating of Green (no formal action) is appropriate for LC11. This is because I found that NNB has appropriately matured its emergency arrangements in line with the evolving scale and complexity of the hazards at the HPC site.
