Executive summary

Purpose of Intervention

This intervention was conducted remotely with staff from NNB Generation Company (HPC) Ltd (hereafter referred to as NNB GenCo). It was undertaken as part of the ONR intervention plan, HPC Project Intervention Plan beyond J0.

Interventions Carried Out by ONR

I conducted a Licence Condition (LC) 14 (Safety Documentation) compliance inspection. The focus of this inspection was to ensure that the licensee’s arrangements are adequate and have been appropriately implemented in relation to progressing detailed design (including layout) to a mature state prior to commencement of procurement and installation activities on the licenced site. This is relevant through start of manufacture to bulk installation of mechanical, electrical and heating, ventilation and air conditioning (MEH) components. The inspection also tested the substantiation approach for MEH and translation of safety case into appropriate design and examined how risks from open points or incomplete studies are managed.

Licence conditions are inspected against ONR’s Technical Inspection Guides (TIG).  In this intervention I assessed arrangements and implementation of those arrangements against relevant good practice, which included the following ONR regulatory guidance:

  • Nuclear Safety Technical Inspection Guide, NS-INSP-GD-014, Revision 5.
  • Nuclear Safety Technical Inspection Guide, NS-INSP-GD-20, Revision 7.
  • Key Findings, Inspector's Opinions and Reasons for Judgements Made

I found that NNB GenCo has adequate arrangements in place for managing system maturity, maintaining design intent, managing configuration control (including non-conformances) and managing open points.  I reviewed evidence of how these arrangements have been applied in relation to specific projects within the main reactor building and within the safeguard auxiliary and electrical buildings. For the projects sampled there was clear evidence of these arrangements being effectively implemented.

I judged that, on the basis of the evidence sampled, NNB GenCo has adequately implemented arrangements for safety documentation and design safety assurance, consistent with relevant good practice as defined in ONR regulatory guidance. 

Conclusion of Intervention

Overall, based upon the judgements described above, I have concluded that an inspection rating of ‘GREEN’ is appropriate for LC14 Safety Documentation.
