Executive summary

Purpose of Intervention

This inspections was one of a series of planned Licence Condition (LC) compliance inspections of the Dungeness A Site for 2020/21.

Their purpose was to confirm the adequacy of Operational Experience Feedback (OEF) at the site under arrangements made to comply with LC7 - Incidents on the site, and, to confirm the adequacy of the management of modifications and the installation and commissioning of new plant under arrangements made to comply with LCs19 - 22).  Parts of the inspection were carried out jointly with the with the Environment Agency.

Interventions Carried Out by ONR

I inspected the implementation of Magnox Limited’s OEF and plant modification arrangements.

I also met the appointed Safety Representatives.

While on site I held regulatory interface meetings to seek information on a number of subjects.

Key Findings, Inspector's Opinions and Reasons for Judgements Made

From the evidence examined I judged that the licensee’s implementation of its OEF arrangements under LC7 does not adequately meet the requirements of the arrangements

From the evidence examined I judged that the licensee’s implementation of its arrangements for plant modification made under LCs19 – 22 is adequate.

I sought updates on a number of subjects, including the progress of decommissioning projects, and was satisfied that there were no significant safety issues with the evidence presented.

I provided feedback to the site on the inspection findings at a close-out meeting with management representatives.

Conclusion of Intervention

I am satisfied that the licensee has implemented adequate arrangements to safely manage plant modifications at the Dungeness A Site.

I am seeking improvement to the implementation of the site’s arrangements for OEF.
